Unfortunately it looks like that isn't possible at the moment. The Dashboard creates the test clock while using a parameter that isn't available to our non-dashboard API. I will put in a feature request to expose this in our public API but for now you will either need to create the test clock beforehand in the API or create the clock in the dashboard and then advance it and such with the API.
