Or is there another way to achieve this. For example let's say we have two line items: requests and data transfer and we want to include X requests and Y GB. With a product for each we could create tiers where 0-X is $0 but what if X and Y varies per customer? I don't imagine we would want to create a product for every customer...

Apologies still looking in to the credits side of things. For that pricing model you will need to define individual Price objects unfortunately. The amounts for tiers are represented on the price object themselves, and there isn't a place where that can be overridden as far as I can see.

I am not seeing a way to limit billing credits to a specific subscription. Unfortunately as far as I know that is how other similar functionality like credit notes and customer balance work as well, they get applied to the next invoice that gets generated.

Coupons can be restricted to only apply to different products, so you could create coupons and apply them to your customers. What would make that difficult is that you can only create coupons for various amounts and percentages but there isn't a good way to stack them. They also don't apply partially, so if you had a $50 coupon on a customer and their next invoice was $10, they would get $10 off but the rest of the coupon would never get applied.
