Setup is needed for elements, but we are using Stripe checkout so no setup needed (as I understand it)

Not at the moment, I do not have a valid machine, but my collegue was testing it and for him it did appear on this page but not on our checkout
The only reason I see is if the Google Pay is not correctly set up in your Chrome browser.
Google Pay and Apple Pay don't have their own values for payment_method_types, they appear when all conditions are met, and payment_method_types[]=card is provided.
