Not as far as I know. We have regulatory requirements to meet before your connected accounts are allowed to take payments as the connected accounts or even transfer funds to them. If you are doing a separate charges and transfers flow, it would be possible to take the payment and delay the transfer until after the account was onboarded, but I am not sure if that is a supported usecase.
