hi! that's expected yes, it's only a testmode thing so you see how it works and test your settings. Not really a reason for you to access it in live mode(you can use your Dashboard/the API to make changes to subs)

How can I pass this link to the customer without having to send an email code, or create an entire customer portal via code?
Is there an option in production mode where I can just retrieve customer portal link and pass it to the customer?
