I previously contacted support about this issue and was advised to enable shipping address collection. I’ve done that, but the option still isn’t working.

Hello! In order for Google Pay to show up you have to be using a browser that supports Google Pay (typically Chrome) and you have to have a valid card in your Google Pay wallet (not just saved locally to Chrome as an autofill card).

I tried using Chrome on both desktop and mobile, where I was logged into a Google account with cards added to Google Wallet.

Thanks, my mistake - I enabled this in production but had it disabled in test mode.

One more question: We still need shipping address collection enabled if tax is enabled, correct?

You're asking if you need to collect a shipping address to calculate tax and have Google Pay show up at the same time?

If so, I don't think so; I don't think shipping address is a requirement to calculate tax. Give it a try in test mode and see if it works without it.
