@true pulsar The first step would be to explain the exact integration you have with Connect: What type of connected account, what type of UI integration, how you are collecting bank account/debit card details, etc.

we're creating the connected accounts via API and giving them access to the express dashboard

gotcha, what do you see on https://dashboard.stripe.com/test/settings/connect/payouts/external_accounts in the Dashboard (or in Live mode if this is for production)?
I have an option to block debit card on my account there

I do too, but that's for all accounts
I want to block/unlock for individual accounts - not all or nothing
