The collection method is charge automatically

Yes, invoice.payment_action_required will be sent for one-time invoice with collection_method: 'charge_automatically' when 3DS is required. I'd recommend testing this out with 3DS test card: https://docs.stripe.com/testing?testing-method=card-numbers#authentication-and-setup
