Hmm yeah you either need to use seconds or you would need to aggregate to submit your Meter Events.
I'm happy to file some feedback internally about this.
But right now it isn't possible to submit decimals as you can see

Ok, I think some internal feedback would be good. Is it possible to change how the invoices display? For example use seconds but then on the invoice convert it to Hours, Minutes, Seconds?

Not really... the Invoice is going to reflect the line item and the related quantity.
