Let me see if I can find anything but this seems likely to be an upstream issue with the bank
seems so. is there a status page for that? can we have any indication if and when it will be resolved?

the error code indicates that there's an issue on the banks' side which the customer is trying to connect to. It is not an issue on Stripe's side.
I would suggest you reach out to our support about that - they can escalate this internally with the right team and look into what's going on with this specific bank/issuer
