Yes its a developer issue

Its a bug, coz delay_days parameter isn't working.

whichever option i select here for delay payouts, it still pays them out within a day.

Right, but it's a bug I can't help you fix in realtime on Discord. You need to write in to support with a bug report. We help developers build integrations here, we can't fix bugs on Stripe's side in realtime.
