Generally you'd listen for payment_intent.payment_failed events and look at last_payment_error: https://docs.stripe.com/api/payment_intents/object#payment_intent_object-last_payment_error

in that case you can expand the https://docs.stripe.com/api/payment_intents/object#payment_intent_object-latest_charge and look at the created time
or you can simply take the created time on the event https://docs.stripe.com/api/events/object#event_object-created
