Yep, cross-border functionality is not supported:

Stripe supports Account Debits only when both your platform and the connected account are in the same region (for example, both are in Japan). If you have interest in other regions, contact the sales team. Using Account Debits incurs an additional cost.

We are receiving disputes for orders in CA, money is withdrawn from platform account (in US), after that I withdraw funds from connectec account using API transfer, but I cant.
Is there another solution for this that i overlooked?

So the intention is to recoup those funds from the connected account yes?

Yes, since it is my understanding that funds are always withdrawn by stripe from platform account

I've also seen that in case of charge is created with "on_behalf_of", funds are withdrawn from platform account

But in the case that connected account does not have funds to match disputed amout, funds are then withdrawn from platform account, in that case I will come accross the same issue right?

The dispute amount and fee are always withdrawn from the platform account. We'd never withdraw them from the connected account โ€“ platform responsibility to recoup those if they require

I think their is some cross-border support for this but not entirely sure it supports US<->CA, and your account needs to be granted access (via support). So that is one option worth exploring

Alternatively you can 'invoice' the connected account from the platform and have the rep of that account pay you via card/whatever

That is when the funds are withdrawn, if funds are reinstated (dispute won) how do I return the money? using invocies?

But this workflow would require someone manually do the invoicing, right?

As I said, there is some cross-border support but your account needs to be given access. So I'd check on the feasability of that via support before going down the rabbit hole
