My guess is that between attempt #1 and #3 they called their bank to update their postal code on file.
Happened to me in July when I moved and forgot to update my bank and so I got declined when I used my new postal code.

Ok, thanks @shy dawn , I'll follow up with support. It's just so weird since these are ~30 seconds apart
