I don't think there is a way to suppress this, but I also haven't seen it before.

One bit of clarification. You mentioned Payment Element but the modal is referring to a Payment Request Button integration. Can you help me understand which of our Elements you're using that is leading to this?

Hm, I wouldn't expect Card Element to trigger this either based on the verbiage in the modal.

I think you're also using the Payment Request Button (the Pay with Link button at the bottom in the background of the screenshot you shared).
