If you are using Direct Charges, then it's the connected account that is responsible for Refunds and Disputes. Since they don't have access to the Stripe dashboard, that's functionnality that you will need to build yourself, that's why it's not recommended.
Destination Charges with OBO should be fine, since in this case it would be the platform who is responsible for all of the above.
