We don't have a recommended way to collect the IP address. It is completely upto the developer to decide.

is there a way to validate the customer's address then? I'm using the Stripe Address Element and it allows me to enter an invalid address, and then when we calculate the tax, it says "We could not determine the customer's tax location based on the provided customer address."
