You won't be able to directly update the TOS acceptance for a Standard connected account. Why are you trying to do this exactly?
We have to finish onboarding. One part of the onboarding is accepting T&C via API - https://docs.stripe.com/connect/updating-service-agreements#tos-acceptance
This is for Custom accounts, but Standard accounts will accept TOS as part of the hosted onboarding flow. You don't need to worry about it.

Since this is a Standard Account you need to create a new Account Link and ask your Connected Account to visit it and accept ToS
as explained here https://docs.stripe.com/connect/service-agreement-types#accepting-the-correct-agreement
But we need to use the same account link.
