Hi
Overall you'll want to work with Support on balance questions like this as we only really can help with questions about the API. The way it works here though is that there has to be sufficient funds in the Connected Account to reverse the transfer, then if that account goes negative it would debit their bank account. There is a limit to how negative that balance can be otherwise it errors -- like it seems to have in this case.
But yeah, I'd recommend working with our Support team via https://support.stripe.com/contact/login to better understand how these balances work.
