If you have collected the customer consent and set up setup_future_usage first time, yes

It’s possible, but keep in mind the issuer bank still hold the final decision to decline or not

ok, so no need for stripe token ID's. We have consent, the stripe for woo plugin has saved cards and thats ok. But if the bank flags as fraus it may be a problem?

and in that case, you would need to bring back your customer online to reauthenticate or input another card
