billing_cycle_anchor cannot be later than next natural billing date for plan.
yes that's not possible with regular Subscriptions. but you could use Subscription Schedule for this https://docs.stripe.com/billing/subscriptions/subscription-schedules

yes you would get more flexibility. I recommend doing some tests in test mode to try this.
