Hello! The way Subscriptions behave when a payment fails is governed by your settings in the Dashboard here: https://dashboard.stripe.com/settings/billing/automatic
The number of retries and the status of the Subscription depends on the settings there, so there isn't a single answer that applies to everyone.

one more unrelated question, is there a way to setup things in stripe through terraform?

I mean that there are a lot of configurations, and if you have multiple environment is difficult to keep track of what you need to setup, or what you changed, having a file that define all the configuration in stripe would be great
