I recommend listening to invoice.created webhook event, and after checking the condition applying a discount to the given Invoice.

Are you telling me that the “invoice.created” event of the webhook notifies me when an invoice is going to be charged, and how much time does that give me to apply the discount? And how is it applied?

Normally the Invoice is finalized within an hour: https://docs.stripe.com/invoicing/integration/workflow-transitions#finalized
You can create a Coupon object and apply it by updating the discounts property: https://docs.stripe.com/api/invoices/update#update_invoice-discounts-coupon
