@proper sierra I don't think that's possible/something we support at all today. We don't let you move money between those accounts.

Could I not transfer to myself, then do a payout?

You can't "just do a Payout" though, this requires collecting a ton of information about the individual to be able to send them money via Stripe Connect.
My advice is to pause and discuss this with our support team instead as it's more around compliance for your flow of funds: https://support.stripe.com/contact
