Did it stop working for newly created Payment Links, or existing as well? (note you're not using Stripe Checkout)
I first saw it not working on our website's subscription flow which creates a Checkout Session via the API. And see the same behaviour with this Payment Link.
We don't normally use Payment Links — this is just one that happens to be active in our account, pointing to a monthly Price with upsell enabled.

Stepping in here, looks like a recent change in our logic that checks for annualised price differences (between the upsell and regular item). Because they're essentially the same value (192x1 or 16x12), we're preventing the upsell
