@silk scroll you can't "move" things, but you can provide the required information so that the Capability becomes enabled.

You seem to use Standard accounts which means you have to do it during onboarding: https://docs.stripe.com/connect/hosted-onboarding

even in test mode for connected account, where there is no actual connect account admin?

yes. Test mode mirrors the behaviour in Live mode. If it didn't no one would understand what requirements are
