Recurring payments with paypal requires approval from Stripe.

do i have to get approval in sandbox?
saying that, my sandbox should be fine because it was used to test braintree subscriptions fine

You may need to request approval for test mode separately. What do you see when you toggle to test mode on the dashboard?

if i change the mode to setup or payment then the button appears fine
nope setup doesnt work, its the same as subscription. the only way i can get the button to display is to set the mode to payment

Ah, think you would want to write in to support to attain approval here, https://support.stripe.com/contact.
Even if the payment method is Active, you would still need to get an approval.
