This is a specific migration that is being performed due to a deprecation. It isn't something we know anything about.
Overall it makes sense to me that failed/consumed sources are not migrated.
They are no longer usable.
But like I said, I don't know the reasoning behind that.
And I don't know if they can be migrated upon request.
