There should be an option Manage failed payments for subscriptions and specifically a toggle for Send emails when card payments fail

Under that you can select Use your own custom link

Yeah afaik the Support email is required.

But we aren't really experts on what is required in your account settings -- we just focus on the API here. I'd recommend working with our Support team on this via https://support.stripe.com/contact/login
