hi! hmm not too sure since Issuing/Treasury are not topics my team work much with. I can have a look, do you have the request ID req_xxx for the failing request?

i THINK that this may be an issue that our account is still configured for treasury + issuing instead of just issuing. it just takes stripe ages to re-configure our account to issuing. i thought i'll do some work upfront but i need to provide financial account ids everywhere

apparently in the code we have this to say when we raise that error

If the user has treasury enabled and is using a treasury issuer program, they must specify a financial_account that the card will be attached to.

I don't know much about Treasury but maybe that makes sense to you? seems like it matches what you're saying

Just thought I'd mention something on this.
You might already have a 2nd configuration (card program) setup for the issuing balance as a funding source. We have them both active on ours and can switch between them for each card.
You can check it on your settings:
