You are correct, you are making this request as the Connected Account. You need to make the request as the Platform account to request capabilities for the connected account
I recommend using one of our 7 server-side SDKs in whichever language you prefer. It makes this much easier
Alternatively, you could log into your account in the Stripe Dashboard and use our Workbench dev console to create the API request

Yes it is but you are structuring your CLI command incorrectly.
There is a feature in Stripe Workbench (called Shell) that allows you to use a UI to dynamically build a CLI command. That way you can see the parameters and re-use the CLI command once you have built it using the UI.
