Webhooks happen as soon as the Event is created.
No there isn't a scheduled burst or anything.
That would only happen if your integration is creating a lot of Events at a certain time of the day for some reason
But there is no default behavior like that

Gotcha, as of now, we have a processor that throttle webhook events for things like payouts, because those do happen in burts, and then it fetches the latest state from the API, we decided to not use the same processor for the account updates as the assumption is that these wont happen in burst as the transactions updates
on that same topic, how can we request an increase in the API rate limits for our account
