you need to convert your first argument to a list and include expand there:

'id' => $checkout_session_id,
'expand' => ['payment_intent', 'payment_intent.payment_method'],

This is a subtlety about the difference between static method and client/service patterns
The args pattern you used is correct when using client/services, but not for static methods
(this was always present in old verisons, and was always confusing, so we fixed/improved it in the new pattern)

thank you , yea I wish we were using more modern languages but this is what happens when code gets built many years ago
