the simplest option would be to not use account debit. just ask the connected account to enter their payment method, and charge that payment method.
otherwise you can ask Stripe support if they can enable Account Debit in that region: https://support.stripe.com/contact

Do you mean to integrate a "checkout" solution instead of charging the connected account balance itself?
If you maybe have a specific point-of-contact in Support it would be much appreciated!
