Hello. You said "the user receives a notification" but that could mean many different things. Can you reword that sentence differently by clearly explaining who is "the user"and what a "notification" is exactly?

Okay so you are saying they pay with the card 4242 and then if they use Link their bank doesn't send them any text?
That'd be a question for their own bank really. We have no control about what banks are doing and when they send or don't send a text
