It doesn't look like those fields are exposed by default. I'd recommend reaching out to our support team to see if this is something they can enable for you:

Is this something which needs to be enabled on Account level or why does the documentation say that the Payout Reference Id can be found via API?

I don't know offhand. I'm flagging that article to be reviewed because I agree it doesn't seem right for it to discuss something that isn't publicly available.
