https://docs.stripe.com/terminal/readers/stripe-reader-s700 says it's compatible with the JS SDK and since it all runs in the browser I think it should work with a tablet. The best approach is to quickly try it in Test mode to confirm I would say

Ok we don't have access to the hardware yet, we're trying to do some prelinary research. It seems like maybe these readers would connect via the Internet or Lan and not USB?

and is there anyway to pair each reader with a specific iPad? We'll likley have multiple iPads and multiple readers.
You control which reader you connect to so it should be possible yes. I have to run but @rich ledge can follow up if you have more questions
