Is that key allowed to create a shipping rate? I see that it's not allowed to update one, but have you tried creating one?

I haven't tried creating one, but we do not need to create shipping rates in relation to our app, We need to add additional metadata to the Shipping Rate to define the default Carrier, Service and Packaing Type. For Example, {carrier: "fedex", service:"FedExStandardOvernight", packaging:"FedExStandardEnvelope"}
