So is the correct way to do something like "Product Selection" > "Cart" > "Custom Fields" (excluding Express Checkout fields) > Payment which has "Express Checkout" at the top, Express provided fields below in case they choose to use the Payment Element (Name, Email, Address, Phone), and finally the option to pay via the Payment Element. Or am I missing a simpler approach?

Is there a way to authorize the transaction but only charge it when it's "confirmed" server side? Just trying to understand my options and the docs only cover the most basic example.
You can use ExpressCheckout to create a PaymentMethod in that case and then use that PaymentMethod to confirm at the next step yes. We don't have a specific doc for ExpressCheckoutElement for this but it's basically the same as https://docs.stripe.com/payments/accept-a-payment-deferred?platform=web&type=payment
