When I am calling this API :

after that it will generate issue like this : Funds can't be sent to accounts located in US because it's restricted outside of your platform's region; please contact us via https://support.stripe.com/contact for details.

Well what you're saying contradicts the original error message
Can you share the ID (req_xxx) of the API request? https://support.stripe.com/questions/finding-the-id-for-an-api-request
But, in any case, the error explains this pretty well – you can't move funds cross-border between countries/regions like that. It's only permitted in certain scenarios: https://docs.stripe.com/connect/account-capabilities#transfers-cross-border
