Since the monthly price is dynamic based on your own internal logic on the usage of yearly basis, Stripe doesn't have a pricing model for such a scenario. Your system should check the usage and update the price when there is any change accordingly: https://docs.stripe.com/billing/subscriptions/upgrade-downgrade
Should I create a monthly recurring price with a flat fee for each tier?
That sounds right to me. I'd recommend giving it a try in test mode to check whether that meets your requirements
