I've seen that and it doesn't help me understand cross boarder and currency conversion fees and when they get extracted because that's different depending on the respective connected account

none of this is happening via a checkout session. These are business to business commission payments

In the example I'm giving where our "customer" is US based there will be an ACH charge created. It's unclear to me on the timing of when that fee becomes deducted, is it after the payment clears?

We then pay out n number of their partners via connected accounts. Those connected account banks could be cross-boarder and involve a currency conversion. I'm trying to understand on a per connect account basis at what point those fees are debited

As far as I know, fees are levied after all the transfers (including any cross border transfers) have been made.

so we make a best effort to estimate those fees and withhold them in the flow of funds. is that correct?
