For Connect webhooks, only test webhooks are sent to your development webhook URLs, but both live and test webhooks are sent to your production webhook URLs.

My test events aren't being sent to my development webhook URL though as far as I can tell ๐Ÿ™‚

Yes but that's kind of expected if you only have a Live mode connection

I'm not entirely following what you're discussing because the two accounts you shared aren't even connected to each other

We have an account that authored the app, and another account with the app installed. I was under the impression events triggered in the account with the app installed would post to the connect webhook in the account that authored the app.

Yeah but I'm not seeing the app installed on any of the account(s) right now. Not sure how you are testing and what flow you are following and if it's a Live App or not. Sorry I'm just not seeing what you are doing and need a clearer explanation
But ultimately the whole "I get the Event in Live mode" is expected behaviour

This was the case, and until recently I was able to trigger events in test mode on the account with the app installed and see them delviered to webhook setup under test mode in the app author account.

Apologies I realise that is expected, but I thought it would go to test webhook as well as live webhook

I don't think so. But I'm still really confused how your App is installed. In my tools it says no connection at all though I can see in another part you do have an App installed so something seems broken. I'd recommend working with our support team for help instead at https://support.stripe.com/contact
Make sure to provide all the details though. What worked before, with clear exact examples, what you see now, what you changed if anything, etc. And then they can help you
