(perhaps I should add the following: The client will manually create the payment links in the stripe dashboard, so I am uncertain how I can archieve adding metdata to the payment Intent without doing so programatically)

You/they can't – you'd need to set this parameter on the Payment Link for the metadata to be in charge.* events and it's not available in Dashboard
