You don't need to call attach API. Once the SetupIntent confirms successfully, Stripe would automatically attach the PaymentMethod to the customer.

Ok, this payment method is created through hosted invoice page and its allow_redisplay is limited

No, you should use the PaymentMethod API to update the payment method.
