Yes, there is an expiry to the 3DS actions. The expiry countdown starts from the time when the 3DS link is created. You should only confirm the payment when the customer is in session and ready to perform 3DS

A follow up question. Is the expiration fixed and does Stripe knows the exact expiration time and date, or is it dynamic and dictated by banks?

Stripe doesn't have the visibility of the 3DS expiry from the issuing bank, but we generally recommend to complete the action as soon as possible
