For Save and Reuse.. when we do initial checkout.. i presume no money is transacted.. correct? And is the entered card details or payment details verified?
yes, there's no money transacted. There's some high level format checks done such as card number etc, To be clear though, Stripe doesn't always do a card validation : https://support.stripe.com/questions/check-if-a-card-is-valid-without-a-charge
It also doesn't guarantee that the charge will be successful at that point in time. Your customer's card might have insufficient funds, the bank may still decline the card amongst many other reasons.

Ok.. for 'Place a hold on a payment' the initial hold amount and later charged amount can differ... correct?
the later charged amount should be less than or equal to the held amount with reference to that guide
