Stripe doesn't support Flutter officially. Connect is required for the payout, and it's mainly server/API integration. There is no other alternative for payout without using Connect

Merchants have to be onboarded to Stripe as a connected account before paying out to them manually

To achieve this with Flutter i should build a backend that reacts with the connect api and then get it back to the flutter app right?

yes you need a backend and communication between your app and that backend
