The PI you shared above was used for a Checkout Session in subscription mode. This means the PM that was saved to the customer was saved with allow_redisplay: 'limited'

You can override it but, by doing so, must ensure you comply with any privacy laws in your area
If you want customers to be able to select whether or not a PaymentMethod can be used for future return purchases, you should pass saved_payment_method_options.payment_method_save: 'enabled when creating the Session: https://docs.stripe.com/api/checkout/sessions/create#create_checkout_session-saved_payment_method_options
