As far as I know, yes, a TIN works. But really you should ask this to our Support team as we only handle the API here and not what is valid to handle verification requirements. So I'd recommend confirming this by reaching out to https://support.stripe.com/contact/login
The other thing is that you should be able to test this out in test mode to confirm it verifies as well.
